First let me say that you are targeting a very competitive niche in AdWords, and that particular niche is very different from most PPC campaigns in that only the top ad position converts well. Have you tried targeting the top ad position only?
That type of service may perform best in Search, and you should probably try Search Network only campaigns and use exact match only keywords. Mobile ads only work well for certain types of offers, this may not be a good fit for mobile ads.
