I’m afraid your troubles go far deeper than you might have first imagined. Not only is your IP being blocked, but it is also being added to a blacklist that is used by IT staff around the world to filter all traffic. It is not only your ad server’s IP address that is being affected, but Any website serving those ads will also be targeted by the IT security industry for blacklist inclusion.
What you are doing is not considered “advertising” by most users. By most standards, your “advertising” method will be classified as a malware infestation. Eventually, every browser security provider will seek to block your particular type of ad-supported “malware”. Any browser security provider that fails to block malware of the type you are using will likely get dropped by users. You might want to reconsider your methods.
