That is not an accurate description of syndication.
In the context used by the OP, he is referencing web syndication. Which is making content available for other webmasters to publish.

When you make your content available for other webmasters to publish, that is called syndicating your content. You may benefit by including links to your website, typically in the “about the author” section of your content. Most sources of syndicated content include, in their terms of use, a clause that requires the entire article to be republished with author links intact, thereby earning a backlink from the publisher.
